Victoria Cricket Club Constitution

 
1 Title


The Club shall be called “Victoria Cricket Club” and is referred to in the Constitution as “The Club”. This may be extended at any time to include the name of any prevailing sponsor agreed at the AGM.


2 Object

The object of the Club shall be to provide for its members a regular game of cricket and to promote the social welfare of the club.


3 Membership

a) The Membership shall consist of playing, non-playing and honorary members. Playing members shall comprise of senior members, junior (aged 16 and under), and student and unemployed members.

b) The Committee shall have the right to grant or refuse membership to any person.

c) Members wishing to resign must give their resignation in writing to the Secretary before 1st May, or they may, subject to the discretion of the Committee, be held liable for a further year’s subscription.

d) Members acting in a manner detrimental to the interests of the Club may be expelled by the Committee providing at least four Committee members vote for expulsion with no refund of membership fee given. Any member under discussion by the Committee shall have the right to be present and to speak at the Committee Meeting but may not vote.

e) The Committee has the power to accept or reject the nomination of an honorary member by any two members of the Club.


4 Subscriptions

a) The annual subscriptions shall be fixed at the Annual General Meeting for the following season and shall be payable by 30 April. Members who join the Club during the season shall pay a subscription rate decided by the committee.

b) The Committee shall have powers to suspend players from membership, any person whose subscription has not been paid by the 31 May.


5 Office Bearers

a) The Offices of the Club shall be as follows, forming the Committee, hereafter known as the “Committee”.

b) Committee members shall be elected for a year at a time and shall be eligible for re-election.

c) If, for any reason, a Committee Member tenders his resignation in writing during his term of office, the Committee shall have the power to co-opt a successor for the remainder of the term. If, in the event of no nomination for an office being forthcoming at the AGM, the Committee shall have the right to co-opt a member to the post.


6 Annual General Meeting

The Annual General Meeting shall be held by December 31, (the precise date to be decided by the Committee) for the purpose of:

a) Receiving the annual report and financial statement;

b) Electing office bearers, selection committee and any other posts the meeting considers necessary for the following season;

c) Electing two auditors;

d) Considering any motions in accordance with para 10

e) The transaction of any other competent business.


7 General Meeting

A General Meeting may be held at the discretion of the Committee to discuss any requisition or business having a major effect in the running of the Club.

Members will be given at least fourteen day’s notice of such a meeting and shall be informed of the business to be transacted. A General Meeting can also be called on application to the Secretary by letter signed by at least five members of the Club.


8 Administration

a) The Club shall be governed by the Committee as constituted in para 5.

b) Quorum at meetings:

General Meetings - one third membership
Committee Meetings - four Committee members

c) Voting:

At all meetings each member shall have one vote only, except the Chairman who shall have a casting vote in addition to his deliberative vote. The Committee is empowered to call any Member of the Club to a Committee Meeting. Members so called may not vote on the Committee.

d) Chairman of Meetings:

In the absence of the Chairman, the meeting shall appoint a pro-tem Chairman from those present.

e) Minutes of Meetings:

Minutes are to be kept of all General and Committee Meetings and are to record the date and place of the meeting, those present, any apologies, and all decisions reached. Meetings have to be confirmed at subsequent meetings and their approval recorded.

f) Team Selection:

Team selection (1st XI) shall be carried out by a Selection Committee of three, consisting of the following Members:

Captain, Vice Captain and one Member.

The Captain will act as Convenor of the Selection Committee and will be responsible for maintaining a record of players and games in which they have played. It is the duty of the Selection Committee to notify players initially selected in reasonable time before the match. In the absence of the Captain, these duties will be performed by the remaining Committee Members.

2nd XI team selection shall be performed by the 2nd XI Captain and Vice Captain in consultation with the 1st XI Captain or depute in his absence.

g) The Club shall be affiliated to any Cricket League or Cup Organisation considered necessary by the Club Committee.


9 Equipment

The responsibility for the maintenance and safe custody of equipment on charge to the Club shall rest with Committee.


10 Constitution

a) No alteration to this Constitution shall be made except at an Annual General Meeting and no such alteration or addition shall be valid unless supported by two thirds of those present and voting at the Meeting.

b) Any Members desiring to submit a motion to amend the Constitution at an Annual General Meeting must give notice in writing, with seconder to the Secretary at least fourteen days prior to the Meeting. The Proposer shall have the right to explain his amendment at the Annual General Meeting.

c) During the discussion of a motion, amendments to the motion may be taken from the Meeting, if seconded. Following any further discussion, the Meeting shall first vote on the amendment. If carried, the amendment motion shall then be voted upon. If the amendment is rejected then the original motion shall be voted upon.

Once taken at a Meeting, a motion may not be withdrawn.

d) All Members joining the Club shall receive a copy of the Constitution.
